Thanks Zaxo. In my defense, the 5.8 IO::Socket::INET pod contains this example: 

   $sock = IO::Socket::INET->new(PeerPort  => 9999,

                                 LocalAddr => 'localhost',
                                 Broadcast => 1 )

Examine what is said, not who speaks.
