Sounds like the bug in CGI::Carp that was discovered over at CGI::Carp Doesnt seem to work properly. I have been told that a fix is in the works, so either stick with perl -c on the command line for now or grab CGI::Carp 1.23 from the CGI.pm-2.81 package if you can't wait.
