The problem here is that you've identified two areas (code quality, ease of use) where Perl tends to look rather good to me. You certainly won't find it easier to write automated tests in, say, Java.
Now if you said something about needing top speed, or a cutting-edge GUI, or less memory, I'd be with you. But quality? I feel like Perl does pretty well there.
