You would think that it teaches some methods on how to apply Perl to language research. Instead, it will only teach Perl to beginners, who happen to be language reasearchers.

Don't expect to find any earth shattering technique there. There is no mention of CPAN language modules, for example, so if you are already gifted with RegExes, split, substr and index, you can save the expense.
