Despite some monk's questionable reputation as a wizard, in principle, we are not in the miracle business, so it would be difficult to give you a suitable solution, especially because your question looks suspiciously like homework.

You will find that while people on this site are keen to help you to learn perl and to answer questions they are less keen to do your work for you. Try writing the program then, when you get stuck, come back, show us what you've done and ask for help.

Is it really necessary to be a text file? Sounds simple enough to get your feet a little wet and learn to use a database.
