Considering that the web page seems to be owned by the author of the book, I'd say it's a pretty safe bet that an agreement has been worked out for the author to publish it to the net legally.

In all seriousness, if you're that concerned, perhaps consider contacting the author and/or O'Reilly asking if it is indeed permissible might be in order.
