Well, no, I'm saying that there are SOME tasks, but this situation doesn't sound like one of them. I generally don't look at perl as a language whose properties loan themselves well to such large groups. There are ways to do it. If you can separate EVERY task into a PM, and test those properly, then you have a fighting chance.
