One can post directly to 'Tutorials' - there's a 'Add your Tutorial' box at the bottom.

(As it happens, mine appeared as a 'New Tutorial' for a week or so, then disappeared...I guess there may be a few tutorials in Limbo, waiting to be stuck on the main page...or maybe mine was just rejected :( )
