I forget where I read this, but -L takes a directory path and -l takes a filename (or full path, you can omit the file extention bit, aka perl -V:lib_ext), soooo try either "-l/usr/local/mysql/lib/libmysqlclient.a" or "-L/usr/local/mysql/lib/ -llibmysqlclient.a" .
