So you think that in funding Autrijus Tang in Taiwan to work on CPAN, PAR and other things http://use.perl.org/article.pl?sid=03/08/04/1023245&mode=thread&tid=1 the TPF gave no thought to bang for the buck that Autrijus would receive?
