There's a generic version control module called VCS.pm available at CPAN. That might do what you want (or serve as a useful starting point).

there is a vcs::sccs module, I believe, but you might
be happier installing cvs and cvsweb. I use it and sounds
like just what you want.

As of yesterday, there is: VCS::SCCS. Please enjoy.
I open for comments, and the current version is far from complete: to start with the most important shortcoming: insufficient documentation :)

Not at all. In fact, it's nice to reminisce about an old, trusty friend such as SCCS. It was the first version control system I ever used, and I actually still use it for very, very simple things. I always thought it was cool how it is so intertwined with make. Thanks for the memories :)
