Well the prerequirement would be that the people rewriting the new engine should be intimitely familiar with the current implementation... Otherwise they'd surely make the same mistakes all over again. If you can't learn from history, you're bound to repeat it. Which brings us back to the original problem as brought up by theorbtwo...
