First check out the expert system at GuessMaster site.

I think that we can use such system for the developing Expert System of Perl modules. It would be very effective for new modules and used modules. It would be a good database of why module A is better than module B for doing specific tasks. We can also use it for different version of modules. Search on such system by multiple 'facts' would provide nearly accurate result for your purpose. When writing a new module you would easily discover what are missing features in existing modules etc.. It will be a great tool for study of the existing modules and to discover modules that you have not used, but may be useful to you. etc.. etc...

All these won't be possible without mass effort. When it will be ready for the primetime, it will be a great system and an example for future such works.

Now please meditate for a while and share your thoughts.

    Sounds great, start it up.

    Seriously though, all these types of efforts require dedication from at least one person. If you want this to succeed you're going to need to start it yourself or find someone else to lead it. Open Source is a good development model, but it isn't magic :).
