I don't need hot-shots, just sufficiently capable Perl programmers.

I guess that says it all. What's 'sufficiently' capable is very subjective. For most of the jobs I've had, if I were to hire a sufficiently capable Perl programmer, it would have be fine if (s)he had not even heard of the Web.

But I can imagine for many jobs, not knowing Web basics doesn't classify one as "sufficiently capable".
