Yup, common as dirt. There are several Tutorials here at the Monastery. Here's a taste of how it works:

The HTML (has to be saved with .tmpl extension):

#connect to DB, SELECT, etc. then...

$template ->param(listfor => $data[1], list=> $data[2]);

print "Content-type: text/html\n\n";
print $template->output;  #display html

It's pretty easy once you get the hang of it. And the HTML designers will appreciate not having their design packed away in some Perl script.
