Two points: as castaway mentions above, there are modules on CPAN to make this simpler, but I doubt you'll find anything ready-made. Go to http://search.cpan.org and look for POP3.

Also, note that sending email is not a POP3 function: that's only a protocol to receive mail. The standard protocol to send mail is SMTP. Although you don't have to interface directly at that level, if you want to both send and receive email, you'll need a program that talks to both.
