It depends...

If the complexity of your interface is too great then a web-based app may not be what you want.

You might want to consider a Java applet if you have to go the web-based route and have to deal with a complex interface. Java applets seem to be pretty portable across modern browsers but you obviously want to test against your target browsers.

    Another option is to use ActiveX components generated by Delphi (I've seen some nice thing done with it), but I'm not sure how portable this would be...
