As an alternate suggestion for getting mod_perl running cheaply, I'd suggest a Virtual Dedicated Server. There are a fair number of hosting places doing just that, and it means you get root access to a partition of space, generally for around $15/month to start. That's even compairable to a lot of other hosting services. I've seen both Linux and FreeBSD VDS hosting out there.
