I think in the case where the string is an exact match for a module or distribution, it is acceptable behaviour for it to just point to the matched module, no?

Maybe forcing use of [cpan://CGI::|CGI::*] would be a good compromise.

    Nah, the current search for CGI::* works just fine. So, having the URL translator be on the lookout for a wildcard star, and turn back to the old translation, would be quite acceptable.
