Hmmmm... What about SWF? You know, the Macromedia Flash generated animations. It is possible with Perl. To create GUIs, simple games, cartoons, and of course very appealing web interfaces, I recommend Ming-C library, along with the perl wrapper Ming-Perl. I'm also working on several Perl modules that drastically improve Ming's capabilities. Hopefully it will be ready in a month. If anyone is interested in creating SWF with Perl, I'd be very happy to give more information about Ming and my modules.

If one is proficient with actionscript, the possibilities are only bounded by your imagination. For example, there are folks dynamically applying non-linear transformations to sprites, hence obtaining really cool wave effects. You may take a look at these sites:
