You could use the transliteration operator (y/// or tr///) - see Quote-Like Operators.
$ perl -Mstrict -Mwarnings -E '
my $x = q{ครัวซองเเซนด์วิชไข่ดาว Croissant Egg Sandwich ครัวซองเเซนด์วิชไข่ดาว};
$x =~ y/ -~//cd;
say $x;
'
