Obviously, change the 3 to 100.

Update: You appear to want decimals although you asked for a range using integers. Perhaps you could clarify.

This gives: 1.0 < random_number < 99.0 

$ perl -E 'say 1 + rand 98 for 1..3'
38.6240726329874
72.0054041794683
94.0423383452302
