Look at the Win32::Clipboard module, available on CPAN. Straight from the docs: 
    use Win32::Clipboard;
    $CLIP = Win32::Clipboard();
    print "Clipboard contains: ", $CLIP->Get(), "\n";
    $CLIP->Set("some text to copy into the clipboard");
