That's my thinking as well. So far, it looks like DBD::SQLite can do all the database stuff I need, Tk should take care of the GUI, and with pp, I will be able roll the whole thing up into a single .exe that doesn't require installation, doesn't have any dependencies and is less than 10MB in size.
