You could try manually downloading the tarball and then running...

tar zxfv Wx-TreeListCtrl-0.13.tar.gz
cd Wx-TreeListCtrl
perl Makefile.PL
make
make test
sudo make install

[download]

FWIW, I just installed Wx-TreeListCtrl-0.13 on my Ubuntu 12.10 box (running Perl 5.16.2 via perlbrew) and it had no problems.
