MAD currently still lives in the Perl core, but I guess it has a severe case of bitrot, because nobody seems to work on it, and Larry seems to have lost interest.

Also see http://www.xray.mpe.mpg.de/mailing-lists/perl5-porters/2013-02/msg01471.html on p5p. Most likely it'll get removed in the next release cycle unless somebody works on it.
