'ppm' is not recognized as an internal or external command, operable program or batch file

The ppm utility was missing from Strawberry Perl for a while - I wouldn't be at all surprised if SP-5.10 didn't have ppm.
However, I would have thought that SP-5.14.2 *does* provide ppm. Certainly, my build of SP-5.14.3 (5.14.3.1) has a ppm utility.
