Although the others already pointed you to the right direction, here a tip:

You could prepend echo to your command, thus: 
echo perl -e "($hi)=glob(\"nosum*\"); print \"$hi\"";

to see what's going on before perl even get a chance to do anything. Most probably perl will see something like 
perl -e ()=glob("nosum*"); print "";
