Why an array of hashes? If you used a hash of arrays of hashes: 

push @{ %statHash{ $RegionNum } }, { AR=>$AR[$RegionNum], BCR=>$BCR[$R
+egionNum], ... };

You only need to sort the subset of hashes in each region (and avoid the grep).
