Why do you do the -e -R tests? What do you see if you run:

my $logdir  = "/log/file/location";
my $logfile = "your.log";
my $fpath   = "$logdir/$logfile";
open my $fh, '<', $fpath or die "I could not read $fpath: $!\n";
