What am I not getting?

I haven't actually checked, but on looks alone

One thing you might be binmode, another might be perlunitut: Unicode in Perl#I/O flow (the actual 5 minute tutorial) , and another might be decoded_content

This in addition to having syntax error and not using strict/warnings
