You get:

# at t/200_ping_tcp.t line 48.
# got: '1'
# expected: '0'
From the Test::More manpage:
# Is the ultimate answer 42?
is( ultimate_answer(), 42, "Meaning of Life" );
From the Net::Ping manpage:
$p->ping($host [, $timeout]);
Ping the remote host and wait for a response....the success flag will
+be 1 if the host is reachable and 0 if it is not...
