I have just a few hours left to complete this project. I have a html text box

Since I am using a tomcat server, I did all the required modifications in web.xml. The generate cgi is under the project/WEB-INF/cgi-bin. It generates a 404. I need to get the value form the text box, send it to another script which generates index.html and after that, redirect to index.html. Do i need to place my cgi under ROOT/WEB-INF/cgi-bin ? if so how do i connect my html between projects?
