You are programmer. But your code has users. You cannot suggest to your users to install perl with perlbrew, because you'll lose most of them then.
Sure you can :) just give them a perl, http://www.citrusperl.com/helpweb/createdistribution.htm, or an executable
If they want to install from source, fantastic, let them install something new, not something really really old
