I just noticed ActivePerl 5.18.1 (build 1800) , there are no 5.18.1 ppm repositories in existence yet, see for yourself http://code.activestate.com/ppm/DBI/

You could try using cpan or cpanm to install the module... the standard way, try it first, then see links here like How to install CPAN modules into ActivePerl
