IMO, I would rather see (if/when new devs are put on board), a theme that has consistent CSS tags such that anyone can create their own user CSS stylesheet and make their own themes. One could then effectively 'share' themes, or as others have previously suggested, allow such themes to be stored on site so that the theme is always there regardless of where the user is logged in.

There's already some CSS being used by PM, but it's not sufficiently consistent to be able to do this.
