By the way, is "MinGW64-4.5.4" the 64-bit version? If so, that may be another issue.

the mingw64 is project name, there are 32bit downloads available Citrus GCC (mingw-w64) for Perl - Browse /Compiler for 32 bit Windows at SourceForge.net
