You seem to be setting the accept to nothing which is essentially telling the server: there is nothing I will accept, you know, except a 406. :P Try checking what the server supports and setting to your favorite (or easiest to support) of the possibilities. I don't know SOAP::Lite well so I don't know if that call is the right place/way to do it, but it seems sensible.
