The following worked in Linux:
perl -pi.bak -e 's/(?<=UNIT_NAME )""/"DESIGN"/g'
And this in Windows using cmd.exe (even though the escaped quotes are like yours):
perl -pi.bak -e "s/(?<=UNIT_NAME )\"\"/\"DESIGN\"/g"
