CGI hasn't changed much, apache hasn't changed much, perl hasn't changed much, Setting up Perl/CGI with Windows still applies to apache and CGI ....

You don't need apache or CGI to write "web applications" or "CGIs" or "web servers" ... like davido says most "frameworks" come with built in webservers
