My config: Windows 7 SP1 64bit Strawberry Perl 5.18.2.1 32bit

Same here in every respect, and PadWalker-1.98 builds fine for me.
One possible variance is that I'm using the "portable" version of Strawberry - but that shouldn't account for such a difference.
As Anonymous Monk suggested, the first thing to do is to check that the right dlltool is being used.
