Just a note. In an open source project, it is usually a waste of time to try to convince someone to change the project for your benefit. Nothing gets things done like volunteering to put in the effort. I would therefore suggest a different approach, namely:

I +understand that Perl is not as widely used on Windows as on Linux. Please let me know what I can do to make this happen. Any chance ther +e is some documentation available on how I can set things up to write + plugins in Perl? If I get it working, would you be interested in di +stributing it?
