You don't have a better option. Installing perl actually where you want it is the simplest and best option.
If you had installed http://www.citrusperl.com/ or Strawberry Perl PortableZIP edition or other relocatable perl, it might already come with a program like relocateperl or citrusutils to do the relocation for you
Since you don't, the best option is to reinstall
