I searched for "mp3 tag" in http://search.cpan.org/. This produced a lot of results, many of which may be suitable for you.

I didn't really spend any time investigating this further; however, the first result, "MP3::Tag - Module for reading tags of MP3 audio files", looks like a good starting point.
