Try depends.exe /c /f:1 /pb /ot:temp.txt ... ...\perl.exe ...\foo.pl ... maybe you can get a better error message
depends.exe /c /f:1 /pb /ot:temp.txt ... ...\perl.exe ...\foo.pl ...
