Where do I have to put this file?

StrawberryPerl already comes with libgd and GD, see http://strawberryperl.com/release-notes/5.18.2.2-64bit.html

Also, no you can not use ppm to install GD, see http://code.activestate.com/ppm/GD, its missing :)
