In short, all this "form input" does not exist over the network. WWW::Mechanize (for example) hides the transformations from you, which is why it is usually recommended to be used when simulating a browser.
Also, when http://search.cpan.org is down, there also is https://metacpan.org/, and also CPAN (modulename).
