Agree with Jeffa, that most languages are what you make of them. The Modern Perl books is a good place to start learning. I've been using the Mojolicious web framework and I'm happy with it.

The key to learning Perl is to 

   use warnings;
   use strict;

in every program. These will help you identify errors and dodgy code, and improve your code for others.
