NotA is a poor excuse. :) Adding a time factor simplifies the question as no new answers can be added (once all relevant ones are there). For example "what was the best movie in 2006?" is a good question even if a new movie comes out in 2007. Although many things evolve slowly (such as language, for example) movies are continuously being made (and remade). Although NotA sort of handles the problem, it only does so only technically but does not actually address the issue.
