I would hazard the guess that if PAR::Packer lists Win32::Exe as a prerequisite, PAR::Packer will not work unless you successfully install Win32::Exe.

So maybe your question should not be about installing PAR::Packer until you have successfully installed Win32::Exe?

Would this thread be any different if it were not about PAR::Packer but Win32::Exe?

Maybe you want to show the error output that leads to installation of Win32::Exe failing?
